In 1983, Philippe SEGUIN embarked on a profound transformation of the city of Epinal, he understood in particular the need to have a local television and on February 9, 1991, he inaugurated with Jack LANG (then Minister of Culture) "Image +". In the mid-1980s, he adjusted the school rhythms of Epinal students according to their sports practice. In 1991, the city was designated the sportiest city in France, and the ENSTIB was inaugurated.
