Nicolas Sarkozy only spent a few hours at the summit for the United Nations Millennium Goals. France will increase its aid by 20% to 10 billion euros over the next three years. President Sarkozy called for a universal tax on financial transactions to help Africa fight its scourges. "Finance has become globalized, in the name of which we would not ask finance to participate in the stabilization of the world by levying on each financial exchange a tiny tax?". He took advantage of his short visit to erase the quarrel with Angela Merkel. He laid the groundwork for a renewed leadership of the G8 and G20 in November. NICOLAS SARKOZY: "This coming year must be one of great change. You have understood that France wishes to participate, not of course to give speeches, not of course to give lessons but to lead the world towards a new global governance.
