Marie-France Garaud on the responsibilities of heads of state: "We do not govern innocently"

During her interview, Marie-France GARAUD explains that "we do not govern innocently". It takes the example of General DE GAULLE who assumed his responsibilities as leader of the Resistance during the Second World War: "He has agreed to carry everything, and I believe that to govern is this: to accept being condemned for something that we have seen fit to do for our country". I believe in BEGIN and Mrs THATCHER govern this way". She quotes MargaretTHATCHER: "Democracy implies that one assumes responsibilities, and well I assume them"
