Reportage in the containment zone around the Fukushima nuclear power plant (Japan) where the local population lives in the anguish of an irradiation and a nuclear explosion. In an area of 20 to 30 kilometres around the plant, there is a 10-kilometre buffer strip where the leak has been recommended but evacuation has not been made mandatory. Many of the inhabitants have fled except the oldest, the weakest or the poorest. Local authorities feel completely abandoned and complain of being kept in the dark. Comment on factual images interspersed by interviews with Katsunobu SAKURAI (Mayor of Minamisouma, village near Fukushima) and locals.
