The Head of State promised sanctions in the case of Laetitia Perrais, a young girl killed by the repeat offender Tony Meilhon. It directly targets the police and the magistrates. SOUND NICOLAS SARKOZY in Orléans on 03/02/11: "When we let out of prison an individual like the alleged culprit, without ensuring that he will be followed by an insertion counsellor, it is a mistake. Those who have covered up or let this fault be done will be punished" The latter say they are revolted and outraged. A week of hearing strike was decided at the court of Nantes. The magistrates defend themselves, emphasize their lack of means, as Virginie Valton recalls. She thinks the real culprit is the state, it’s Nicolas Sarkozy. The police support the magistrates. For José Lhinarès, the real culprits are those who pass laws without giving the police or the judiciary the means to enforce them.
