On the occasion of the 20th anniversary of UNAPEI (Union nationale des associations de parents, de personnes handicapées mentales et de leurs amis, formerly: Union nationale des associations de parents de enfants inadaptés), President Valéry Giscard d'Estaing delivers a speech at the Sorbonne: "Progress in all areas requires a joint effort ... The state alone cannot evolve, and lead and take charge of all the progress of society. If he did, it would be another state, before which the French would no longer be free to choose, to lead their lives ... In the future, progress will be the fruit of joint action: joint action by public authorities, associations, families, and of course the disabled themselves. But also of every French person, so that the society in which we live is more welcoming and fraternal".
