Focus on the law on detention of security for dangerous criminals of the Guard of Seals Rachida Dati, approved largely by the Constitutional Council. Among the measures announced, the creation of social-medico-judicial safety centres, which will be able to receive after their prison sentences those sentenced to more than fifteen years of imprisonment for murder, rape, murder or acts of barbarism and considered too dangerous to be released. The detention in these centers will last one year and a commission of three magistrates can renew this measure if necessary.

Jean-Marie Delarue, Comptroller General of places of deprivation of liberty, visited the detention center of Choisy-le-Roi (Val-de-Marne) and made an alarming observation of the conditions of detention in this place. The alert had already been given by CIMADE, the association for the defense of foreigners and illegal immigrants, on the conditions of hygiene and detention in some centers and by the incidents following the fire of the detention center of Vincennes.

In Germany, security detention is applied for some criminals. This is the case in one of the prisons in Berlin, where about thirty inmates are isolated from the rest of the institution and kept in cells since the end of their sentence. Inmates of this type are perpetrators of sexual assault or very violent people. Unlike the French bill, the German law does not contain medical treatment.

In Bordeaux, the Syndicat de la magistrature and the Syndicat des avocats de France denounce the Dati bill on detention of security that will be examined in the Senate. This law provides for a draft additional sentence after a sentence of more than fifteen years in prison. 2,000 incarcerated people would be targeted in the Southwest.
