Report in Limoges. According to the Conseil d'Etat, the decisions of the administrative court of Haute-Vienne to force undocumented persons to leave French territory should have been reasoned. A lawyer assumes that a policy of quotas and results would be enforced by the police. The recently passed Hortefeux Law should remove the obligation of motivation from these administrative decisions.
