The Foreign Ministers of the European Community signed the Treaty of European Union at the end of the afternoon in Maastricht. This Treaty aims in particular at the gradual establishment of an economic and monetary union, a foreign and security policy capable of leading to a common defence, the establishment of a European citizenship.
