Interview with Jean de Maillard, President of the Correctional Court of Blois, specialized for years in the fight against banking, tax and judicial havens and author of a book entitled "A world without law". The magistrate explains that these non-cooperative offshore countries and territories in the fight against money laundering serve to make opaque a significant part of global financial transactions. But following the attacks of September 11, 2001, the US administration announced measures against dirty money laundering. Jean de Maillard recalls that President George Bush Jr had nevertheless dissociated himself at the beginning of the summer 2001 from the fight against tax havens; the magistrate stresses the lack of political will of the States to put an end to these practices.
