According to Max GALLO, the fascists who formed the columns that marched on Rome did not exceed 20,000 men. These men could not face the army. Moreover in the Chamber of Deputies the fascists elected in May 1921 represented a little more than 30 deputies. There were powerful constitutional parties such as the liberal, conservative, Christian Democrats, socialist organizations and a communist party since January 1921.
