Statement by Antoine QUINSON, veteran and resistance fighter, mayor of Vincennes, Secretary of State for Veterans Affairs, on the birth and the law on the status of Wards of the Nation, its purpose and its record, after 40 years of existence. "On July 27, 1917, the Parliament proclaimed solidarity with the orphans, the sons of invalids, the children victims of war, declaring them wards of the Nation. Their guardianship was entrusted to the national and departmental offices of Veterans and war victims. Over the past 40 years, the Offices have developed to the benefit of 750,000 children through financial assistance. Today, nearly 150,000 wards of the Nation are entrusted to the Offices of Veterans and Victims of War, they provide them with financial assistance as well as educational action allowing them to pursue studies or learning, The National Office also helps mothers and mutilated adults
