In the 19th arrondissement of Paris, "Les crânes rasés", a gang of young thugs, also known as "Loulous", reigns terror. Testimonies of a mother worried after the attack that took place in the school of her son, of a person aged back. Two loulous of the band share their point of view: they do not support being spoken to abruptly. This revolts them. It is normal that there is sometimes a fight. However, they are happy in their neighbourhood.
