In the Bois l'Abbé district of Champigny, shops and businesses have no right to visit. 10,000 people, mostly unemployed, with modest incomes. This social divide led the city of Champigny to apply for a free zone: businesses and businesses that would settle in this area would benefit for five years of exemption from charges and taxes.
