In preparation for the municipal elections, an agreement was reached between the Socialist Party and the Communist Party after five laborious negotiations. The PCF and PS staffs called this agreement a "gathering" and not a union. Extract from the statement made to the press by Pierre MAUROY, alongside Georges marchais, Henri Emmanuelli, Paul Laurent, announcing the joint lists PS/PC: "The Socialist Party and the French Communist Party call on all their local and federal organizations to meet to set up quickly, in each commune, a left-wing assembly list to be presented in the first round of municipal elections on 12 March 89".
