The construction of new prisons granted to the private sector and provided for by the Chalandon plan has not solved the problem of prison overcrowding. At issue is the difficulties faced by the prison administration in recruiting guards. An example of the Loos detention centre in the north of France, which remains one of the most overcrowded in the country despite the creation of the new private penitentiary centre in Longuenesse.
