Report on the work of CSA observers in charge of monitoring and counting the speaking time of television candidates. The exercise is sometimes risky to distinguish between the candidate and the official function. Commentary on factual images in the offices of the CSA, alternating with the interviews of an observer, François HURARD, head of the program department and Jean Marie COTTERET.
