The National Ethics Committee for Life and Health Sciences publishes a report challenging the distinction between licit and illicit drugs and proposes a new classification of substances. In particular, the report states that alcohol is as dangerous as, if not more dangerous than cannabis, and that the penal system must be reviewed.
