A joint press conference between Mr. MITTERRAND and Mr. GORBATCHEV was held at the Elysée. The two heads of state answered questions from journalists about the dissidents (question from Ivan LEVAI to which Mr. GORBATCHEV answered "This kind of question was entrusted to competent bodies"), the French nuclear deterrent force (F. MITTERRAND: "France does not have a margin. Its problem is to remain above the threshold of sufficiency. It is not to seek an additional arms race. France does not refuse the exchanges of views, especially with the Soviet Union ... But I do not think it is reasonable to think that there is a negotiation").
