In anticipation of possible terrorist attacks on French soil, the Ministry of the Interior has implemented the Vigipirate plan, on the eve of the likely outbreak of the Gulf War, which opposes Iraq to an international coalition led by the United States. The measures in this plan concern all high-risk public places but also sensitive companies related to defence or the oil industry. Examples with the Prefecture of Police of Paris, Place Beauvau (Ministry of the Interior), the nuclear power station of Nogent-sur-Seine, the oil refinery of the pond of Berre near Marseille, a Parisian synagogue.
