Steven Young est un citoyen américain qui, après avoir perdu son fils lors d'une fusillade, se consacre à faire changer la politique sur les armes dans la ville de Chicago. À la tête de l'association "Aide aux survivants", il mène un combat contre les fabricants et vendeurs d'armes peu scrupuleux. Il les accusent notamment d'inonder le marché "en sachant que leurs produits seront revendus sur un marché parallèle".
